„Vazrazhdane“ is alarmed that the ruling majority is preparing an urgent change of the management of SANS, DAR and DATO through a parliamentary procedure, which circumvents the legislative rules of the National Assembly.
“The control of the services by the ruling majority and the politicization of their management continues at a rapid pace.“, said MP Petar Petrov at a briefing on the topic.
According to him, at a meeting of the Committee on Internal Security and Public Order yesterday afternoon, suddenly and almost unnoticed, proposals were pushed through between the first and second readings of a bill for amendments to the Law on the Ministry of Internal Affairs, which initially concerns only the exchange of information between the Ministry of Internal Affairs and European police services.
The package of amendments submitted by the DPS-New Beginning, however, in the transitional provisions of the law, unacceptable changes were included in completely different laws, which oblige the National Assembly within one month after their final adoption to launch a procedure for the selection of a new management of SANS, DAR and DATO.
The text itself states that the opening of the procedure automatically terminates the powers of the current heads of the three services. This is extremely worrying for national security, as there is a danger that it will be carried out at the same time.
„If these changes are adopted and promulgated, within a month the National Assembly will be forced, forced to terminate the powers of the current heads of SANS, DAR and DATO and begin the procedure for selecting new ones.“, said Petrov.
He stressed that such amendments should not have been considered in the commission at all, since they do not fall within the scope of the Law on the Ministry of Internal Affairs. According to him, the Commission for Control over the Services should have been the lead on this issue. But it is currently chaired by “Vazrazhdane” and the ruling coalition does not have a majority there. Therefore, he recalled previous cases in which similar bills concerning the services were advanced in the same way, with the aim of quickly changing the leadership and “taking control“ of the services by GERB, “New Beginning“, BSP and ITN.
The MP predicted that the amendments would enter the plenary hall next week. He specified that despite the restrictions on referring procedural issues to the Constitutional Court, “Vazrazhdane“ would challenge these changes immediately after their adoption.
“We are obliged to challenge at least the termination of the powers of the current leadership of the security services. We believe that this is dangerous for national security and we believe that we must resist these illegal actions.“, was categorical the MP from “Vazrazhdane“ Petar Petrov.
