Terziev knelt down to those he called "mafia". He was the man who prepared, directed and staged the garbage crisis in order to create chaos and a force majeure situation in which two things would happen – to spend a lot of money and people end up confused. This was said by the chairman of the GERB-SDF group in the Sofia Municipal Council, Anton Hekimyan, in the program "Metronome" on Radio FOCUS.
He recalled that initially, the Sofia Municipality gave an estimated price for the garbage collection contracts of 166 leva. However, Mayor Terziev signed contracts with two of the garbage collection companies for a price twice as high as the estimated price – 350 leva. "There is no explanation for why. The explanation is "We are doing it so that Sofia does not drown in garbage". That is why I say that everything was very well directed and staged so that the mayor could become a hero and so that hundreds of millions could be quietly distributed. But I think this plan to glorify Terziev did not work, because I am sure that even if they do not want to admit it, even his most loyal fans are aware of what he did“, said Hekimyan.
The Sofia Municipality, in his words, is a theatrical stage over which a thick dark curtain has been drawn. "No one knows what is happening on the stage behind the scenes behind Terziev. He increasingly resembles a puppet on strings, pulled in one direction or another. There is no one to provide information on whether negotiations have been held, what they are, whether municipal councilors could also be invited and this process could really come to light“, commented the chairman of the GERB-SDF group in the Sofia Municipal Council.
According to him, all groups in the Sofia Municipal Council have put aside their differences to resolve the garbage crisis. "Our common goal was to unite and, regardless of who directed this crisis, to help it be resolved. There was no second plan here in any way, we all wanted to help, we united, even the opponents in this council. We voted 9 million for the municipal enterprise "Sofekostroy", so that it could have garbage collection, garbage transportation and snow removal equipment. We gave millions to the capital's waste processing enterprise, which is notorious for its violations. We filled holes and plugged potholes with the money of Sofia residents, without it being clear what was going on in the mayor's head, and we only realized it now, at the last session before the holidays, that he would sign some contracts with some companies, which are actually the well-known companies that he called "mafia", said Anton Hekimyan.
Crises in individual metropolitan areas are resolved piecemeal, which significantly increases the cost of resolving them. "Everyone is saved individually. In "Poduyane" we vote on equipment with which to buy trucks. At the last session, the mayor of "Nadezhda" also submitted such a report so that he would not fall into a crisis situation. "Save Sofia" pushed the mayor of Vrabnitsa" so that he could buy equipment too. These are millions. And that's okay, let them have them, they will always be useful someday. We supported this idea, but this should not be the city's governance model. It's one thing to do a piecemeal public procurement, another thing is to do it in 24 districts. And Vasil Terziev's governance model is "Save yourselves individually, each as he can", Hekimyan explained.
