On February 12, President Iliana Yotova tasked Andrey Gyurov with proposing the composition of a caretaker government. The two met at "Dondukov" after the head of state nominated the deputy governor of the Bulgarian National Bank as a candidate for caretaker prime minister, dariknews.bg recalled.

„I am handing you this mandate to form a caretaker government, the expectations for you are extremely high. We want fair, transparent and well-prepared and conducted elections for the National Assembly. We expect you to protect every vote. We expect the elections to be held according to the rules and the Constitution, to guarantee a strong, legal, stable state. Consultations with the parties outlined a common understanding of the most pressing problems that require urgent solutions“, said Yotova when handing over the mandate.

“The expectations are for fair elections, for people to see the point of voting. I understand that in order to have trust in the government, people must first trust the individuals who represent it“, Gyurov also said and declared that he would make every effort to assemble a team “in which everyone will find their image, people who will present themselves not with their political positions, but with image, expertise and decency“.

The Deputy Governor of the BNB also promised that the composition of the future service cabinet will not require aggression, and the future ministers will inspire calm. “We agreed with the presidency that in this cabinet there should be no people on strings, there should be no straw figures, no territories that have been spat upon. We already had this and the people in the squares clearly said that they do not want this kind of government“, Andrey Gyurov also pointed out.

The most interesting and discussed position is for Minister of Internal Affairs. Several names are being considered there. Despite the many speculations that Boyko Rashkov or Ivan Demerdzhiev will head the Ministry of Internal Affairs, the latest information on the subject is different. First, the name of Vesselin Vuchkov appeared, but Atanas Atanasov from the PP-DB denied it to the Bulgarian National Radio, as he stated that he has many commitments. The name of Emil Ganchev - a former deputy minister in the cabinet of Galab Donev - also appeared. Along the storyline, Emanuil Yordanov, who is connected to the right-wing forces, is also being considered. According to analysts, Gyurov will want a person who is outside the current system, but knows it.

  • Two candidacies of former ministers are being discussed for the Ministry of Foreign Affairs – Nadezhda Neynski and Gergana Passi.
  • The situation is similar in the economy, where the choice will probably be between Traycho Traykov, a minister in Boyko Borisov's cabinet, and Daniela Vezieva under Stefan Yanev.
  • Former Deputy Minister of Finance Georgi Klisurski is expected to take over the finance department.
  • In the “Justice“ sector, the name being discussed is Emil Dechev, who was a deputy minister in Kiril Petkov's cabinet. For defense, expectations are focused on Boyko Noev, who held the position in Ivan Kostov's government.
  • One minister is expected to retain his position in the "Gyurov" cabinet, and that is Borislav Gutsanov in labor and social policy. Former Deputy Minister Natalia Miteva is in the running for the Ministry of Education.
  • The list of potential ministers also includes other familiar names from previous administrations. Asena Serbezova is mentioned for healthcare, Yulian Popov for ecology, Ivan Shishkov for regional development, and Alexander Nikolov for energy. Innovations will probably be entrusted to Milena Stoycheva.
