The Anti-Corruption Commission started on Wednesday synchronized actions against two key figures from the honorary leader's entourage of DPS Ahmed Dogan - businessman Rumen Gaitanski - Valka and the former mayor of Kardzhali Hassan Aziz.
Prosecutors and employees of the anti-corruption commission (KPK) have begun searches of the properties of businessman Rumen Gaitanski, known by the nickname the Wolf, BNT reported.
The actions of prosecutors, officials of the Anti-Corruption Commission and police officers are related to the investigation of a loan granted to Gaitanski's company by the Bulgarian Development Bank. This summarized mediapool.bg .
At the same time, in Kardzhali, the anti-corruption commission and the police entered companies and facilities belonging to the circle of the former mayor of Kardzhali, Hassan Azis, reported the Peevski website 24rodopi.com, which is close to Delyan.
The site specifies that "there are special police officers in at least two sites". The action comes after numerous reports in the media that Dogan plans to make Hasan Aziz the leader of the new united DPS after solving the problem with Delyan Peevski's separatists.

The action against the Wolf
The action against Rumen Gaitanski - Valka takes place simultaneously in Sofia and Kardzhali. A search is also being carried out of a company with an address registration in Kardzhali, for which there is information that it received BGN 30 million from a used loan. Among the searched addresses is that of former director of the Bulgarian Development Bank Stoyan Mavrodiev, reports BNT.
There are data that the manager of the beneficiary companies has left the country, which is why he will be charged in absentia and wanted. The same applies to the former director of the BBR.
BNT reports that Valka and Stoyan Mavrodiev left the country a few days ago.
A few days ago, the anti-corruption commission “heated“ the media with the report that a company related to Gaitanski is repaying the loan of the "Varna" TPP; of Ahmed Dogan.
Meanwhile, it became known that Dogan has stated that he wants to return the shares in the TPP to the previous majority owner - Danail Papazov.
A few days ago, the anti-corruption commission announced that they had started an investigation into the granting of a loan by the state-owned Bulgarian Development Bank (BDB) to Gaitanski's company "Rodway Construction" in 2019. It is about BGN 150 million, for which collateral has been given – a contract for the supply of internet materials concluded with another company under the control of the same businessman.
The action of the prosecutor's office and the anti-corruption commission is quite strange right at this moment, because public information about this contract has been available for years.
The prosecutor's office refused to investigate the case and closed the file last summer. Now the KPK inspections come at a time when Ahmed Dogan and Delyan Peevski are at loggerheads and fighting for control of the DPS.
The anti-corruption commission claims to have analyzed numerous contracts to determine how state credit was spent.
The inspectors have come to the conclusion that the company "Kristalna Voda" AD, with the management of which the "Bulgarian citizen RG" is connected, received from another of his companies – "Bio Mining" - "significant financial resources".
The same "Crystal Water" is a guarantor under a loan agreement concluded between TPP "Varna" and "Commercial Bank D" in 2019
Who pays for Dogan?
"It has been established that "Crystal Water" JSC repays the liabilities of TPP "Varna" AD to "Commercial Bank D". There is data that the time period in which this was done coincides with the provision of a loan in the amount of BGN 30 million from the company "Bio Mining". AD of "Crystal water" AD", the commission's announcement reads.
The CPC is checking whether, during the granting of the loan, "illegal offenses have been committed that have resulted in significant damage to the BBR, respectively the financial interest of the state".
The state will probably not get its money back, and this has been suspected since 2022. Then it was found out that "Rodway Construction" has stopped servicing its loan. The state took control of the company and a new manager was appointed in an attempt to collect the debts.
With the money from BBR "Rodway Construction" buy from "Biomining" the shares of a third company - "Road Construction Engineering", registered in a Kardzhali village. According to the KPK announcement very recently – in July 2024, the latter firm was sold again – of another company from Kardzhali.
