There is already talk of different forms of training for Bulgarian citizens. Now the main form of training is joining the ranks of the Bulgarian Army, as well as a voluntary form, he noted.

The main problem is the incompleteness of our professional army. Clearly, when backlog is high for years, something is wrong and needs to be fixed. For years, the executive power did not implement the decisions of the National Assembly that the Bulgarian army should be over 37,000 strong. There is a fundamental problem, and if it is not solved, we will be in constant uncertainty, which is not good for the Bulgarian citizens, said Shalamanov.
Today's CSNS was completely redundant. It was aimed at reaching a political consensus on long-term changes, i.e. there is no point in this CSNS, emphasized the former Minister of Defense.
In his words, decisions related to the crisis in the Middle East are the responsibility of the executive branch, not the president. There is a Security Council attached to the Council of Ministers, there is the Ministry of the Interior, there are security services, and they handle the evacuation and the security of key sites extremely well, Velizar Shalamanov pointed out.

For two and a half years now, however, the CSNS has not discussed the major risks for Bulgaria, and there are three of them. The first is that Russia declared Bulgaria an enemy country. Second, more than two and a half years ago, this same country announced that it wanted to destroy its neighboring country, Ukraine, and a year ago, spurred on by Russia, Iran and its proxies started another such war to destroy Israel. The third threat is the biggest – because of Russia's hybrid war against Bulgaria, we have not been able to form a sustainable regular government for six parliaments. After the elections, the president must convene the CSNS to discuss how to overcome this hybrid threat and to form a regular government, to rule for at least one year, the former defense minister added.

In his words, there is an increased risk of terrorist attacks and increased migrant pressure due to the crisis in the Middle East.
