What I have reached can be likened to genocide , which a country commits against its own people.
This was stated before the BNR lawyer Dimitar Ploshakov, who, after a wide and thorough study on the control of atmospheric air quality, found that the points where the stations for measuring the quality of atmospheric air are placed, are far from places where there is a high concentration of fine dust particles.
"Our national air monitoring system has been deliberately compromised by government agencies. The data that the system collects are unreliable and do not reflect the objective state of the atmospheric air in the country. The system has been compromised as a result of deliberate actions by bodies from the Ministry of Environment and Water (MoEW) and the Executive Agency for the Environment. As a result of all this, around 11 thousand Bulgarians die every year, they are put to death, they do not die of natural causes. All the signs of the crime from the Criminal Code, Chapter 11 "Generally Dangerous Crimes", Section 3 "Crime against public health and the environment, this is Art. 353A. This is a legal reason for starting an investigation in the sense of the Criminal Procedure Code".
He recalled data that Bulgaria is at the head of the European Union in terms of deaths due to air pollution:
"The World Health Organization reports that in 2019 there were over 10,863 cases of premature death in Bulgaria as a result of low-quality atmospheric air".
The lawyer pointed out that one of the measuring stations in Sofia - the one on the "Orlov Most" - was moved back in 2012, with the explanation being that there is a dedicated parking lot nearby and that a metro station is being built:
"The construction of the metro station has long been completed, the parking lot is unusable, but the point has not been returned. The new location of the "Orlov Bridge" point is in the courtyard of the National Institute of Meteorology and Hydrology (NIMH), which is a kind of small park in the "Mladost" area.
In Plovdiv, the station has been moved to the outskirts of the city, lawyer Ploshakov reported, specifying that it was placed "in a quiet place, at an intersection which, compared to the busy Plovdiv intersections, can be defined as an absolutely deserted intersection." ;.
Municipalities have no responsibility for the placement of the points, the Minister of the Environment is responsible, the lawyer was categorical.
"The Directive and our Regulation 12, which transposes this Directive from 2010, require that the selection of sites for automatic metering stations be recorded. I requested such a protocol from the Environmental Executive Agency, but they told me that they could not provide it to me, as what they wanted was not facts, but expert and legal analysis. "She realizes she has to do such an analysis when a lawyer asked her to, not when she set up the station," he commented.
