Bozhidar Bozanov, Nadezhda Yordanova and Martin Dimitrov submitted a Law on Amendments and Supplements to the Tax and Social Security Procedure Code (TSPC), which eases businesses by introducing the so-called standard audit file.

„The introduction of a standard audit file is a good global practice that, in the long term, eases both businesses and the tax administration. However, the amendments to the TSPC in the State Budget Act of the Republic of Bulgaria for 2025 did not adopt sufficient guarantees to reduce the administrative burden, and on the contrary - with the envisaged short deadlines, prerequisites for an extraordinary administrative burden were created. Precisely in order to realize all the benefits of the introduction of a standard audit file (SAF-T), the current bill introduces a number of changes that will facilitate this introduction, state the submitters from “Democratic Bulgaria”.

The bill proposes the elimination of double declaration of data by eliminating the VAT return and part of the annual tax return when taxable persons have submitted the standard audit files.

It also proposes the smooth introduction of fully electronic invoices in a format derived from that of the standard audit file and the corresponding elimination of the manual entry of data from paper invoices for the purposes of filling out the audit file. With the same goal, a standardized format for bank statements is also proposed.

The proposal for a one-year postponement of the entry into force of the obligation provides the necessary time for its effective and smooth implementation.

“Democratic Bulgaria is a right-wing formation and we are obliged to facilitate the reporting of businesses that generate real value in the economy” the proposers said, and the co-chairman of “Yes, Bulgaria” Bozhidar Bozhanov added that the changes must be considered and adopted quickly in order to have clarity and predictability. “If the left-wing GERB government wants to harass business - it should state it clearly”, Bozhanov said.
