The famous palace of the late Roma boss Kiril Rashkov - Tsar Kiro, which is located in the heart of Plovdiv, is going down in history. The building, located at 2 Ivan Perpeliev Street, is currently literally gutted. All the joinery has been removed, and a large-scale major renovation is underway inside, which will finally erase the traces of the "royal splendor", writes Trafficnews. The property, which combines the style of the early "mutrobaroque" with red granite and onyx, passed into the hands of a company whose partners are associated with a medical rehabilitation center, the IT sector and construction and investment activities.

The actual deal for the sale of the palaces of Tsar Kiro took place in August 2025. The sellers are Rashkov's heirs and relatives – Kiril Rashkov's wife Kostadinka Rashkova, his daughter Sabka Rashkova, his son Angel Rashkov and a grandson with the same name. The buyer of the massive property is the Plovdiv company “GV SOLUTIONS“ OOD, managed by Lyubomir Dachev, Plamen Mihaylov and Andrey Manolov. Dachev's name is related to the IT sector and this is precisely the company's activity according to official data in the Commercial Register. However, the company's traces on the Internet are mainly based on various cases regarding property transactions.

The deal with the Rashkov family was confessed for the impressive sum of 1,500,000 euros (2,933,745 leva). In parallel, the new owner has also purchased the remaining 1/3 ideal part of the property from other individuals for another 100,000 euros, consolidating full ownership of the building.

The sale puts an end to a long saga of financial problems for the Roma family. A check in the Property Register shows that over the years dozens of foreclosures have been imposed on the building by the National Revenue Agency, EVN, Plovdiv Municipality and Sadovo Municipality due to unpaid debts in huge amounts. Before the deal was finalized, the encumbrances were erased.

In December 2025, just a few months after acquiring the residence, the sole owner “GV SOLUTIONS“ OOD contributed (contributed as a non-cash contribution) the entire property to the capital of another company – – “Finance Media Group“ OOD. For the purposes of the donation, the building was valued by experts at 2,515,900 leva. Its partners are "GV Solutions" and Dimitar Dimitrov, who is a co-owner of a rehabilitation center. "Finance Media Group" is also mainly associated with real estate transactions and construction.

Laptop instead of thousands

One of the most curious documents surrounding the transfer of the palace is a notarial deed of exchange, concluded on the same day of the big sale. According to it, the daughter Sabka Rashkova, who was recently released from prison, transferred a small ideal part of her property to "GV SOLUTIONS" OOD not for cash, but through barter. In return, she received an Apple MacBook Air 13.6 M2 laptop and a video card, valued at a total of 5,000 leva.

In 2020, Sabka received 5 years in prison after being found guilty of trafficking heroin in large quantities - over 2 kg.

From a throne room to a modern new future

For a long time, the luxurious building with a built-up area of over 2,000 sq m. was used as the home of the Rashkov family after they left Katunitsa, and the top floor with a glass roof was converted into a kind of "throne room" of Tsar Kiro. The original plan for the property to be a hotel never came to fruition. After a number of legal problems, the Roma family tried to sell it for 2 million leva in 2020. However, there were no buyers. Today, there is clearly a new horizon for the building.

There is still no specific information about what the new ultimate owner, “Finance Media Group“ Ltd., will use the building for. But it is likely that the era of onyx and golden thrones on ul. “Ivan Perpeliev“ №2 is finally over, and the building will live a new life. Whether it will remain with the status of a residential building or will seek a change of purpose, for example, into a business facility or administrative center, is currently unknown.

However, one thing is clear - the owners want to break with the image of the mansions and have undertaken a major renovation, including the facades of the building. There is no sign in the area that would indicate the investment intentions of the buyers. However, a fence blocks half of the sidewalk, and workers are busy filling construction waste containers.
