The Russian side's memorandum on the agreement implies neutrality of Ukraine, a ban on any military activity by third parties on its territory and the deployment of foreign military formations, military bases and military infrastructure there,“ says the first section of the proposals (memorandum) of the Russian Federation for the settlement of the Ukrainian crisis, which TASS has.

The document describes "conditions for a ceasefire". The first option is called “the beginning of the full withdrawal of the Ukrainian Armed Forces and other paramilitary formations of Ukraine from the territory of the Russian Federation, including the DPR, LPR, Zaporizhia and Kherson regions (called Novorossiya in Moscow), and their withdrawal to a distance agreed upon by the parties from the borders of the Russian Federation, in accordance with the approved provisions“.

“The ceasefire conditions imply guarantees that Ukraine will abandon sabotage and subversive activities against the Russian Federation and its citizens“, the second part of the memorandum says. Martial law in Ukraine must be lifted in order for the ceasefire to take place. The Russian memorandum provides for the creation of a bilateral Center for Monitoring and Control of the Ceasefire Regime as a condition for the ceasefire.

These conditions practically mean Ukraine's capitulation in the war. Moscow wants Kiev to give up areas that the Russian army does not even fully control.

Today, at the meeting in Istanbul, Russia handed over to Ukraine its memorandum on stopping the war. As reported by sources close to the negotiations, a new round of negotiations is planned to discuss these memorandums, but there is no date yet.
