According to the Main Intelligence Directorate of the Ministry of Defense of Ukraine, about 10% of servicemen of the Southern Military District of the Armed Forces of Russia do not receive financial support or do not receive it in full. This was stated by the department in a message on their Telegram channel.
It is stated that this is evidenced by documents of the Russian Ministry of Defense on the results of the inspection of the area in March-April 2025, received by Ukrainian military intelligence.
"According to reports of the Russian Ministry of Defense, over 2.5 thousand servicemen from the Southern District did not receive any financial support due to the lack of documents confirming their entry into service, and about 3 thousand more - due to "lack of bank details", the report says.
In addition, over 20,000 people did not receive the full amount of payments due to the lack of relevant orders.
"Compensation has not been paid to the families of over 2,500 deceased servicemen, as well as to over 2,000 people dismissed from the ranks of the Russian Armed Forces“, the intelligence service reported.
It is noted that the report concerns only one of the five military districts of Russia - the Southern. At the same time, on the scale of all the armed forces of the aggressor state, the problems may be even deeper.
"Such a systematic approach may indicate a conscious policy of theft by the aggressor state of its own military personnel, whom the Kremlin uses as cannon fodder. This is another confirmation that in the Russian army people are simply consumables“, emphasized the representative of the GUR Andrei Yusov.
The intelligence service added that the analysis of the information received shows a significant deterioration in the situation with the payment of monetary compensation in the Russian army in 2025.

As reported, earlier the former leader of the "DPR" Pavlo Gubarev criticized the Russian strategy for waging war against Ukraine and said that Moscow could have done better if it had not started the so-called SVO in the first place.
He was outraged that the Russian army is not able to "defeat and expel" the enemy, as their "grandfathers" were able to do during the Second World War. Gubarev also does not understand what goal the Kremlin wants to achieve.
