We are literally facing a tragedy. It is not just about the residents of „Druzhba”, but also about the residents of all of Sofia, who consume heating and hot water from „Toplofikatsiya Sofia”. This was stated in „Crossroads” on Nova TV by the municipal councilor from „Save Sofia” Boris Bonev, commenting on the hearing of the management of „Toplofikatsiya Sofia” in the Sofia Municipality in connection with the repair of the heat transmission network in “Druzhba 2”, which is scheduled to last three months.
He recalled that the management of “Toplofikatsiya Sofia“ was elected a year and a half ago as a temporary one by the economic majority, led by GERB and BSP - mostly by GERB. "There is no competition for a new management to select a professional team to manage this company, which is mired in over 2 billion leva of debt," Bonev emphasized. He added that there is no argument why the selection of the management is being delayed.
According to him, a management of "Toplofikatsiya" should be elected that knows how to manage, not how to carry out political orders. "If we talk about problems inherited over the years - they are inherited within the family. Because before "Toplofikatsiya" managed by GERB. And currently managed by GERB. So GERB must take responsibility for the state of the company. This management must resign, because it is not coping with its obligations".
Bonev emphasized that another problem that became clear at the hearing of the company's management in the Sofia City Council on Tuesday was that it was only in July that it was established that this heating pipeline in "Druzhba" was so compromised and needed urgent repair. "And they have been managing it for a year and a half! In addition, they claim that they will repair 10 km of pipes in 3 months, given that so far "Toplofikatsiya" has repaired 3 km of pipes on average in a year. And this is a repair for 50 million leva", he explained.
And he suspected a scheme according to which the aim is to excavate "Druzhba". where people will suffer because they will not have hot water and heating in the winter months. "Then suddenly the construction there will stop, and the management will come out and say that they need help because the money has run out. And then the kind Municipal Council, led by GERB, will come to the rescue, who will propose to take out a multi-million loan with which to sharply and powerfully invest in improving the infrastructure of "Toplofikatsiya".
Bonev was categorical that what will happen is that "this money will be stolen and we will get the same poor-quality construction as before - and most importantly, the problem will not be solved".
He also commented on the proposal of Sofia Mayor Vasil Terziev to give the company a concession. "This is one of the options. But before thinking about a concession, we need to know what the real technical condition of "Toplofikatsiya" is. 5 months ago "Save Sofia" prepared and submitted a report for a technical audit of the company. For the fifth month, the economic majority, led by GERB, sabotaged this report and it was not considered at the meeting of the Municipal Council. Tell me how we actually know what investments "Toplofikatsiya" needs? That is, the condition of the company has been brought to a collapse and currently those who bear responsibility - not only do not take it, but are also trying to transfer it to Mayor Terziev. "Save Sofia" is the opposition of the mayor, but it is absurd for him to be accused of something that GERB cooked up".
Bonev also commented on the problem with parking in the center of Sofia and the measures that will be taken. " Mayor Terziev, together with the PP-DB group, have also submitted a report on parking reform, which largely repeats our proposals.
The red zone would most likely be eliminated, but the price of the blue zone would increase. The scope of the blue and green zones would be expanded. Most likely, 4 leva per hour would be paid for the blue zone and 2 leva per hour for the green zone," he explained.
And he emphasized that these measures are realistic to be voted on at a meeting of the Municipal Council after October 20. Accordingly, the new prices for the blue zone should come into effect from the end of November, and the gradual expansion of the green zone should take place by the summer of next year.
