The building installation fee, which is paid to "Toplofikatsiya Sofia", is illegal, citizens who have brought cases against the company believe. They presented their opinion at the National Press Club of BTA.
According to Svetlozar Saev, who is the organizer of a number of protests related to the protection of consumer rights, the regulation on the building installation fee places unfair conditions on consumers because it does not correspond to the heat energy they use.
Stoyan Grozdanov, who filed a lawsuit against the Ministry of Energy's regulation related to district heating companies, said that the first lawsuit against the building installation formula was filed in 2015.
The building installation formula was finally abolished with the decision of the Supreme Administrative Court (SAC) of September 5. With this decision, the court suspended the implementation of the Methodology for the share distribution of heat energy in buildings - condominiums, he recalled. According to him, currently "Toplofikatsiya Sofia" there is no legal basis to calculate building installation.
Krassimir Boev pointed out that a building installation fee obliges people to pay for something they did not consume and added that the formula dates back to 2007.
If 30 percent of each user pays for the fee, that is a lot of money that "Toplofikatsiya Sofia" collects, he pointed out. According to him, the building installation is not a heating element, and the formula for it was calculated mathematically incorrectly.
Lyubomir Milev, a representative of the capital district "Druzhba", pointed out that the problems in the area are not from yesterday, but have been known for several years and the question is why the repair was not done in the summer, but had to be done in the winter. According to him, the residents of the neighborhood are concerned that they will be left without hot water and heating for a longer period than announced.
BTA recalls that "Toplofikatsiya Sofia" stopped the heat supply to the "Druzhba - 2" residential complex - second, third, fourth and fifth parts, due to the start of a phased current repair of the heat transfer network. The current repair will take 90 days and will take place in the period from October 2 to December 30.
