The Minister of Finance Temenuzhka Petkova continues to not know what SUPTO is. Apparently she does not even know what is behind this abbreviation, since she calls it “a system for managing revenue in retail outlets” instead of the correct “software for managing sales in retail outlets”. But this is the smaller problem - the bigger one is that Temenuzhka Petkova manipulates society. This is stated by “Yes, Bulgaria” and they add:
First, no one has ever claimed that the state will write the software. Second, the requirements adopted in the regulation are voluntary at the moment and there is almost no software that meets them. This is because their concept is wrong and significantly limits the possibilities for software development. Third, the MoF proposal is for a de facto licensing regime, with each new version of the software having to be approved by the NRA before it can be used. And fourth and most importantly: the changes affect every trader, because the costs that manufacturers will incur to adapt the software to the inadequate requirements of the regulation will be at the expense of their customers.
The minister's ignorance is pathetic, because not only will the costs be paid by tens of thousands of Bulgarian companies, but the deadlines cannot be met, nor can it be guaranteed that the software development companies will meet these deadlines.
The end result of the incompetent proposals of the Ministry of Finance will be chaos among companies, because of the absurd texts in the Regulation, which will partially block the activities of traders.
