The Sofia Municipality signed an extension of the contracts for Zones 1 (Sredets, Lozenets and Studentski) and 7 (Vazrazhdane, Oborishte and Triaditsa) with a 19% indexation of prices from the previous 5 years, in order to guarantee garbage collection and snow removal until a new competition is held, the press center of the Sofia Municipality announced.
“Things are starting to happen according to the rules that the municipality has set, and not according to the rules of those who are trying to twist the hands of Sofia residents”, commented Mayor Vasil Terziev.
The municipality is extending the contracts on the basis of Art. 116, para. 1, item 3 of the Public Procurement Act (PPA), which allows for amendments to contracts under certain circumstances.
"The unit price for garbage collection after signing the annex is 209 leva, and for the removal of bulky waste - 111 leva, which is an increase of 19% compared to the prices of the previous 5 years.
To questions about the ownership of the companies that will clean Sofia," Mayor Terziev replied: “I have said more than once that for me the only important thing is that Sofia residents receive a good service at a good price.
Orders are won by those who offer the best price and can guarantee the performance with a quality that meets our requirements. This is our commitment, we will defend this with all legal means”.
Regarding zones 1 and 7 - the extension of the contract there is entirely motivated by our categorical determination not to allow interruption of service. We have been working for weeks on the procedures that would allow us to take such action, because we cannot afford administrative arbitrariness.
Regarding zones 2 and 5, Vasil Terziev stated the following: “The offer received does not suit us. We decided to proceed to the conclusion of a contract only after we received an official letter from the participant in the procedure that the company is willing to reduce the price. We will be able to comment further only after the conclusion of the contract”.
