The National Revenue Agency begins to publish the current average retail prices of fuels on its website daily, as well as monthly statistical data on the change in prices of diesel and gasoline A95. The information for calculating the average prices will be taken from the fiscal receipts issued for the sale of fuels, which the National Revenue Agency receives from traders. According to the regulatory rules, gas stations are required to register and report sales of liquid fuels by issuing a fiscal receipt from electronic systems with fiscal memory, which transmit data in real time to the National Revenue Agency via a remote connection.

According to the Decision of the Council of Ministers No. 229/20.03.2026, which approved the “Program for compensating individuals for increased fuel prices after the outbreak of the conflict in the Middle East on 28.02.2026“, all individuals who received in 2025 an average monthly income of less than or equal to 652.41 euros, or twice the poverty line for this period, or an average monthly gross income for 2024, less than or equal to 537.88 euros, or twice the poverty line for 2024. End users of A95 gasoline and diesel will be able to use a monthly compensation of 20 euros if for three consecutive days the price of a liter of A95 gasoline or diesel reaches and exceeds 1.60 euros.

Compensation will also be provided for each subsequent month during which the average retail price is equal to or above the specified value.

The measure will remain in effect until June 30, 2026.

Persons to whom the Social Assistance Agency paid social benefits in January and February 2026 and who meet the conditions will be provided with compensation ex officio by the Social Assistance Agency through the “Social Assistance“ directorates, without submitting an application. Other persons who meet the conditions will be granted compensation after submitting an application to the “Social Assistance“ directorate at the current address, through a licensed postal operator with a letter with return receipt or electronically.

The funds will be paid by mail or cashless to a bank account, after verification by the National Revenue Agency whether the citizens meet the conditions. In addition to a certain income, individuals must be owners or lessees of the car for which they are applying for assistance. In the event that the vehicle is owned by two or more persons, the compensation is used only by one co-owner. The assistance will be provided only for one car, which must have a valid “Civil Liability“ and not be electric.
