"Heating Sofia" is the only loss-making heating system in the world, not only in Bulgaria. This is what Yavor Kuyumdzhiev, a former deputy from the BSP and deputy minister of economy and energy in the government of Sergey Stanishev (2007 – 2009), told BNR.
"The state was expected to find some solution and take out money to give to "Bulgargaz" instead of district heating. But it's all about management. The rest of the heating systems in Bulgaria are private and manage, even with much fewer customers," he specified.
In his words, KEVR's role in all heating companies is to determine "the price at which they will sell the heat and the price at which they will sell the electricity in order to obtain some acceptable mix for the citizens" ;.
"It happened over the years that the price of the service was deliberately lowered, and this started in 2008 - various politicians tried to deliberately keep the price of heating, even though the price of gas was rising. The first 300 million BGN debt of "Heating - Sofia" were accumulated in the period 2008 - 2011 and it got stuck in the quagmire in which it is now", emphasized Yavor Kuyumdzhiev and categorically stated that at the moment "there are no such distortions and this intervention of politicians anymore it is not there, but rather it is about bad management of the company".
If "Heating - Sofia" was within BEH, perhaps it would not have come to this situation, believes the former Deputy Minister of Energy.
