The President's National Security Advisory Council did not decide on the Homeland Defense Act, it was the President's proposal and he articulated it at the press conference . Ilia Nalbantov, military expert and head of the political office of the Minister of Defense Nikolay Nenchev, commented this to the BNR.
"From the opinion of the Constitutional Court for the National Assembly, there is no proposal for the creation of a Law for the Protection of the Fatherland. This was said by Radev at the press conference, it was not agreed by the other participants. And at the moment we have a person who, in addition to generating a political crisis with a raised fist, wants a special law and, with hidden motives, wants extraordinary powers to overcome the crisis," said Nalbantov.
According to him, Rumen Radev has prepared in advance and knows that what he is proposing is already regulated in the Armed Forces Reserve Act. In Art. 1 regulates the preparation of citizens for protection, and in Art. 3 the issue of voluntariness is settled:
"We have such a law, and for me the worrying thing is that the president is articulating it. For myself, I have two hypotheses about him. The first is that in the conditions of a political crisis, he demonstrates his superiority in the executive and legislative branches, and the political operators in these two branches, this is a kind of ego. For me, the second one is scarier. He personally needs a law that repeats the model of the State Defense Act, effective in the second quarter of the 20th century, because there is a crisis and his military reflex is totalitarian, he wants to rule alone. It needs a repressive law to build a military-political force with extraordinary powers," Iliya Nalbantov added.
He stated that the stable power is in the parliament and we vote to elect people's representatives, so that they can produce a stable government that will lead us forward.
And added:
"The problem is economic, social, multispectral and technological. Young people - the professional soldiers, must see where they will realize themselves in the economy, and the analyzes must be deep, and not to return the conscript army, to spend the public's money, and in practice the result will be zero. President Radev's proposal is dangerous for Bulgarian society. He should have been a unifier and the political dialogue should have been conducted with him in the presidency, and he took sides and devalued the institution of the presidency. Now, with this proposal, he once again devalues the foundations of Bulgarian democracy. After all, he is a military man and his reflexes for one-man rule have not been lost, there are people around him who will support him.
According to Nalbantov, the most important thing is the adoption of the investment plan program until 2032, "but it is not financially and long-term secured and look at how the president runs away from the topic.
"This should be the topic, because next year we will enter the Eurozone, and a financial resource is released in the country, which should fill the holes in society. And many players have flocked to him to take him away so easily. Let the political forces under the president reach an agreement on a sustainable fund for the rearmament of the army", recommended Iliya Nalbantov.
