The project aims to oblige the Council of Ministers to take all necessary actions to preserve the jobs and the operation of the coal capacities in the complex.

The key requirements in the proposal are several:

The National Assembly obliges the Council of Ministers to immediately cease all actions that may directly or indirectly lead to the premature termination of the operation of the coal-fired power plants in “Maritsa-East”.

The government should seek renegotiation of international agreements concerning the coal industry, with the aim of ensuring the unimpeded functioning of the complex until the lignite resources in the region are exhausted, under conditions guaranteeing the country's energy security and economic stability.

The executive power to push at the European level for a review of the policy on carbon quotas and to seek an exception for Bulgaria within the framework of the EU Emissions Trading System (EU ETS).

The Council of Ministers should prepare and submit to the parliament a strategy for sustainable energy development of Bulgaria, including a special strategy for “Maritsa-East”, which would guarantee the sustainable use of coal power and the preservation of jobs.

Take steps to socially and financially protect regions that depend on the coal industry until stable alternative energy sources are secured.

In the proposal of “Revival“ it is also included that the National Assembly require the Ministry of Energy to assess the condition of the TPP “Global Maritsa-East 3 Circuit“ and TPP “A&S Maritsa-East 1“, by studying the possibility of acquiring majority shares in these enterprises for the benefit of the state. This, according to the people's representatives from "Vazrazhdane", will guarantee strategic control over objects important for national energy security.
