Atanaska Disheva: Sarafov is returning to a line of behavior that represents what Ivan Geshev was doing  - 1

The National Assembly must begin to act on the election of members of the Supreme Judicial Council from the parliamentary quota - first adopt rules and then open a procedure.

This was stated to the Bulgarian National Radio by Atanaska Disheva, a member of the Supreme Judicial Council (SJC) from the judges' quota, emphasizing that only then should the question be raised whether there are enough good professionals and individuals with the appropriate integrity who will be able to unite the parliament so that the necessary majority of 160 votes is achieved:

"Putting the question in the opposite order is totally wrong and represents a completely a clear demonstration that individuals are being elected whose behavior is inherently predictable, a preliminary consensus has been reached for their election. The logic should be the opposite - to open the procedure, to nominate relevant candidates and for them to prove not only to the National Assembly, but also to society their suitability to perform the functions that the SJC must perform under the Constitution and by law".

The existence of a body with an expired mandate calls into question its independence and the way in which it functions, she pointed out and commented:

"There is talk that this composition of the SJC is very convenient because it is predictable, because it is known in what line one or another decision will be. If the thread of the decisions that are made and the way in which the SJC acts is followed, then it will probably be possible to answer the question of who has an interest in this happening".
In the words of Atanaska Disheva, the behavior of Acting Prosecutor General Borislav Sarafov during the SJC meeting, at which he refused to answer her questions, represented "a clear demonstration of power before the entire society":

"He returns to a line of public behavior and attitude towards certain members of the SJC, in particular - towards me, which represents in full measure what Ivan Geshev was doing, and from which Sarafov, upon taking office as acting prosecutor general, stated that he would categorically distance himself. I felt like in October-November 2019, when Geshev was being elected as Prosecutor General.

According to her, the purpose of this behavior of Sarafov is to behave in the same way in front of the deputies, and towards those who ask him a question, "who find him uncomfortable or he qualifies them as those who aim to undermine the prestige of the prosecutor's office":

"We have observed such behavior in the past by prosecutors general who appear at the hearing of such a report before the National Assembly and refuse to answer questions for various reasons. It is a matter of time to see what will happen at this hearing and to see how Mr. Sarafov will answer questions before the representatives of the people. The feeling that there is no control over the Prosecutor General and no procedure to force him to present a real, thorough and analytical report on the work of the prosecution service is deepening and strengthening".
