“Regardless of the positive convergence report, as far as the independence of the Central Bank is concerned, we must succeed in amending the legislation and in the future guarantee its effective implementation“, Hristo Hristev, a law professor, told bTV.

He returned to the case of the dismissal of the Deputy Governor of the BNB Andrey Gyurov based on a decision of the Commission for Combating Corruption, which was subsequently declared null and void by the Administrative Court in Sofia:

“This case is still pending, one such case is being monitored by both the Bulgarian and the European Central Banks, and by the European Commission. And they are also involved in this proceeding and it will certainly be of significant importance in the future to assess how effectively we are implementing the law," he believes.

Last year, the CPC decided that Gyurov was incompatibilist, as he was a partner in "Yontech Engineering" OOD, as well as a member of the board of two associations - "Balkanski - Panitsa Institute for Scientific Research" and "Golf Club Blagoevgrad".

Based on this decision, the BNB Governing Council removed him as deputy governor, which he appealed, but before the Supreme Administrative Court. The SAC stayed this case, sending questions to the Court of Justice of the EU in Luxembourg.
