„There is a positive development. In the last year and a half, Bulgarians have been driving more sensibly. There is an improvement. Speed has decreased, especially on highways. I notice greater attention from drivers. Repairs are also better organized.“
This was stated by Prof. Stanimir Karapetkov, Chairman of the Union of Independent Automotive Experts in Bulgaria, on bTV.
„For me, the role of the media and the civil position of intransigence is decisive. Society is already irreconcilable“, he believes.
“Many people talk about safety, but the issue of safety and the investigation of road accidents has two aspects: to prevent accidents and to reduce the investigation. Sanctions do not always lead to prevention, what is more important is to reduce the investigation deadlines. Qualification points must be introduced into the law in order to solve the case without many improvisations“, the expert believes.
Regarding the legal changes for experts in road accident cases, Karapetkov is of the opinion: “In my opinion, political nuances are being introduced. I notice that if one PG proposes something good, another automatically does not accept it because it was not proposed by them. The expert principle is missing. Yes, politicians decide our lives, but they do not have special knowledge. The question is whether they are audible to the experts.“
„We have very good experts, at a world level. However, they are not enough. We need training, to align the methodologies and for everyone to have the same criteria for credibility. The minister believes that all auto experts should take exams“, he also said.
Regarding the traffic jams in the Kresna Gorge, Prof. Karapetkov added: „Every action can be considered positive or negative. If we are talking about the interests of pedestrians, we need to make a wide pedestrian path with a traffic light. If we are talking about those who drive in traffic, at some point a column is created because of this path, this is not a solution. The only solution is either an overpass like in China and Istanbul, or a widening of the road.“
