The MP from "Vazrazhdane" Yordan Todorov signals serious violations in a public procurement for the Kozloduy NPP, which, according to him, once again solidifies the control of certain economic circles over the country's strategic nuclear sector.

„A contract for over 22 million leva was structured in such a way that it was won by companies associated with a person who for years has unofficially managed everything that happens at the Kozloduy NPP - without holding a position, without appearing officially, but with full control”, Yordan Todorov said in a conversation with citizens.

He recalled that In September 2023, the Kozloduy NPP announced a public procurement procedure for the supply of iodine filters with a detachable structure for ventilation systems. The procedure was based on technical specifications No. 19.EP-2.TZ.457/01, approved by Deputy Director Andrei Krasnocharov. The specifications used specific technical data that are characteristic only of equipment from a certain Russian manufacturer.

“Formally, the procurement procedure was opened. It was actually set up according to a textbook. It was prepared so that only one company would respond. All others, including those that submitted offers with similar equipment from Germany, Ukraine, the Czech Republic and Hungary, were eliminated“, Todorov emphasized.

Nine companies participated in the procedure, eight were eliminated for formal technical reasons. Two of them appealed to the CPC, but later mysteriously withdrew their appeals. “It is obvious that pressure“, commented the MP from “Vazrazhdane“.

Only one candidate was admitted: a consortium of two companies, which in energy circles have long been known to be close to a figure from the shadowy energy elite - a Bulgarian oligarch, infamous for the affair with siphoned funds from the SAPARD program. “A person who is not present anywhere on the documents, but decides everything at the “Kozloduy“ NPP,“ said Todorov.

The conclusion of the contract requires a derogation from EU Regulation 833/2014 due to the Russian origin of the equipment. The Council of Ministers issued one in May 2025, after a report was submitted by the NPP with a false justification for “urgency“. The decision has not yet been made public. In the meantime, the permit from BEH, which was reissued in June.

„This will result in a contract being signed for 22,275,000 leva, with the real value of the equipment being around 9.9 million leva. This is over 12 million leva in markup, which will be collected from a simple purchase and sale. Profits siphoned off from the state through fictitious competition“, Todorov stressed.

Even more worrying is the fact that the installation of the filters will be awarded through a separate procedure, which according to Todorov will once again be „directed“ so that it will be won by close companies, as has happened many times in the past.

„This is not just another scheme. This is a classic example of a state being taken over in the most dangerous sector, which is nuclear energy“, Todorov is categorical.

The People's A representative from “Vazrazhdane“ announced that he would notify all competent institutions, including the Prosecutor's Office, the National Audit Office, the Competition Commission and the National Security Agency.
