The new information system of the Agency for Geodesy, Cartography and Cadastre (AGKK) will be operational on 16 December. This was announced by the executive director of the agency, Eng. Milen Dimiev, who presented its main functionalities.

In this regard, we remind you that due to the migration of data from the old to the new system from December 11 to 15, 2024. the information systems and the KAIS electronic services portal will not be accessible, and the Agency for Geodesy, Cartography and Cadastre will not perform services from the cadastral map and cadastral registers.

The presentation took place in front of notaries, private and state bailiffs, registration judges, experts from the Directorate for National Construction Control, the “Road Infrastructure” Agency, the National Association of Municipalities in the Republic of Bulgaria, etc. The new portal was developed under a joint project “Development of specialized information systems for spatial data“ together with “Information service“ Inc.

With the new system, both speed and accessibility to administrative services will be improved, it is planned that the distribution of applications will take place on a random basis in all territorial units of the Agency, said Deyan Baltadjev from “Information Service”. It integrates all available systems for cadastral and specialized data in AGKK in a single environment for user management, work processes, security and databases. It has been developed with completely new user interfaces and is integrated with all e-government systems: e-authentication, e-delivery, e-payment, RegiX. There is also a connection with the property and commercial register, GRAO, BNB, “Bulgarian Post”, as well as companies for utility payments for services. Entry into the system will be done with a qualified electronic signature with the NRA's PIK or NII's PIK.

Submission of an application is now done without selecting a specific office, because the information system will automatically distribute it to the employees. Access to the system is free and does not require a login when it comes to viewing, but when an application needs to be submitted, ownership verified, depending on the rights, then authentication by means of a qualified electronic signature is required. Every action in the system of an employee or customer is recorded in special logs. Among the novelties are the added historical data for the property – land, building or individual object, so that the cadastral map can be seen at a past moment. The sketches have an access code and a verification code and a number that can be used to check whether they were issued by the Agency and whether they are still up to date.

Deyan Baltadzhev reminded that the first information system was launched in the period 2006-2008. and it has integrated the cadastral maps into technological servers, databases and the connection with the land registry. In 2013 the centralization of the accounting module was done and then the Cadastral Administrative Information System for providing services was launched – the document flow system both online and the clerical module that is at the counters. In 2015 the cadastral register was also centralized in the data center of the Agency, the coordinate systems from 1970 were transformed. to the modern BGS 2005. During this period, the systems for managing the geomap fund and the system that serves the beaches under the Law on the Black Sea Coast were developed.

Applications for electronic services to the cadastral map have also increased. In 2015 they were 400,000, and for m.y. have grown to 800,000. The cadastral map references have accordingly grown from nearly 200,000 to 3.5 million. by 2023, and in the case of services, the increase is double.

98% of the country's territory is currently covered by a cadastral map. More than 20 million real estates are included - 13,782,157 landed properties, 3,210,522 buildings and 3,071,439 detached objects.
