The reformatting of power did not even turn out to be a pro-reformatting, but a pro-forma change. After his theatrical outburst about ten days ago, Boyko Borisov "choked up like an uncaught cat" in his own words and in turn took a picture at the same table with Delyan Peevski, now calling him simply Delyan.
The chronology of this announced reformatting is as short as a sketch - a sketch about a great national lion who was going to break the cage and escape to freedom, and now will meekly continue to "lead" like a bank cat.
Peevski kept everything he had already taken
Borisov wanted to be prime minister to give the appearance that he was commanding the parade, not Peevski, but Peevski didn't give it to him. "There are such people", who a few years ago would have "squeezed" GERB, and then at least would have left the government only if they felt Peevski's touch, didn't even dare to crawl out of it in the style of Slavi Trifonov.
The new partisan commanders of the BSP announced a complete surrender, without giving the gendarmerie a single battle, but kept their dairies, sacrificing the scoundrel Kiselova.
Peevski didn't take anything new, but kept the old completely, which was already whole, and now it's tied up in a towel. He is already quite rightly calling the governing coalition not a quadruple one, but the "Triple Coalition". After all, he is not part of it as the fourth, it is all his.
GERB in the shallows of the new beginning
The self-invocations of the four parties to serve a full term once again sound like a skit. With these already depleted batteries of legitimacy, they will have a hard time pushing through the winter. And in the year of the presidential elections, GERB, ITN, BSP and "DPS-New Beginning" have no choice but to spend heavily from the treasury. There is no doubt that they will spend with wide fingers, as they have long done - since the beginning of the year, they have withdrawn over 17 billion leva of state debt. The budget deficit is rising and there are fears that next year it will be over 8%. Budget 2026 is being delayed due to bidding on which pieces of the pie to put more cheese in. For a lean pizza a la Dyankov, i.e. for cutting public spending, not even a "meow" is heard.
A cabinet with low trust without a directly threatening alternative can live its life and spend at will, but it becomes dependent on many unpredictable risks from accumulating tension. The systemic risk for it is Peevski's political bulimia. Overeating with illegitimate power through dependencies of people everywhere on the levels of power will kill more and more often and even seemingly minor reasons can lead to fatal implosions.
The big result of not reforming, however, is that GERB is forever stuck in the shallows of the new beginning. The party has no strategic horizon for a partnership during and after any subsequent elections outside its current coalition. Not while Borisov is at the helm of GERB - this will be the stake for the party to emerge from self-isolation. It may not be as tall as a lion turned kitten, but by then, thanks to him, his party may have shrunk to a small litter.
