The main points of the Victory Plan presented by Volodymyr Zelensky - 1

The President of Ukraine, Volodymyr Zelensky, presented today to the Ukrainian Parliament his "Plan for Victory". Reuters provides an overview of five main points in it and clarifies that three more points of the document remain, as Zelensky stated, secret.

NATO INVITATION

Ukraine needs an unconditional invitation to join NATO now, Zelensky said.

"We understand that NATO membership is a matter of the future, not the present. But this way (Russian President Vladimir) Putin will be able to understand that his geopolitical calculations are about to fail," Zelensky said.

STRENGTHENING THE DEFENSE CAPABILITIES OF UKRAINE

The Ukrainian leader said that Ukraine's ability to defend itself must be "irreversibly strengthened" and listed several ways to make this happen.

These include further arming Ukraine and strengthening its defense industry, strengthening its air defenses, lifting restrictions on the use of weapons, and continuing Ukrainian military operations on Russian territory.

STOPPING

Zelensky said Ukraine's Western allies must deter Russia from further aggression by showing Moscow that there will be consequences.

"Ukraine proposes to deploy on its soil a ``non-nuclear strategic deterrent package'' that would be sufficient to protect Ukraine from any military threat from Russia,'' he said.

Zelensky added that there is an addition to this point, which remains secret for now, and did not give details on the matter.

STRATEGIC ECONOMIC POTENTIAL

Zelensky proposed that Ukraine sign an agreement with the US, EU and other allies that would allow joint investment and give it the right to use minerals. According to Zelensky, the agreement will be worth trillions of dollars.

"This includes mostly uranium, titanium, lithium, graphite and other strategically valuable resources that will strengthen either Russia and its allies or Ukraine and the democratic world in global competition," he said.

UKRAINE REINFORCES NATO

Zelensky proposed after the war that Ukraine's armed forces would assist NATO security and replace some of the US forces currently stationed in Europe.
