"This statement shows a desire to accumulate points in favor of the candidate of the Democratic Party before the vote," the diplomat said.
Lavrov added that regardless of the outcome of the race for the White House, the United States will continue to view Russia as an adversary.
A possible accession of Ukraine to NATO will make it impossible to settle the conflict there peacefully, the Ministry of Foreign Affairs in Moscow stated, as quoted by another Russian news agency, RIA Novosti.
According to the department, such a development excludes the achievement of a political and diplomatic solution and will exacerbate the tension even more.
The Kremlin welcomes German Chancellor Olaf Scholz's readiness for talks with Russian President Vladimir Putin, presidential press secretary Dmitry Peskov said.
But according to Poskov, Moscow has not yet received any concrete proposals for such a dialogue, neither from Germany nor from any other Western country.
