The entire payment system in the state administration must be reconsidered. We are for civil servants to pay their social security contributions. Of course, in parallel, all restrictions should be lifted, they should be able to work on more than one employment contract and develop an independent business, said the president of the "Podkrepa" Confederation of Trade Unions Dimitar Manolov in an interview with the Bulgarian National Radio.

"When the state started paying their social security contributions, it reduced their salaries. They continue to pay themselves, but the state moves money from one pocket to the other," he commented.

Regarding the DMS, he pointed out that ordinary officials receive 300-400 leva per quarter.

"For example, in the Fiscal Council, because they were born, they receive 3 average salaries, and for each meeting, 3 minimum salaries. And inspectors in the GIT, who cover 400,000 enterprises, received 500 leva per quarter. Those with the highest salaries are less than 10% in the administration and the administration itself does not like them. Therefore, the pay system should eliminate this layer," commented the president of the "Podkrepa" Labor Union.

And he pointed out that the least bonuses reach the people who are most shirking their jobs and pointed to a reference for the DMIs in the ASA:

"For a year and a half now I've been repeating, "let's see what's going on there". There is a report by the Council of Ministers that examines the imbalances in pay. For the same position in different places, ministries, up to 4 - 5 times the difference in pay. And no one wants to sit down and fix this thing.

Manolov shared that the "Podkrepa" Labor Union they went to the GERB headquarters themselves, "on my initiative":

"Nobody has invited us, on the contrary they did not want to see us. The fact that we have spoken with the largest party does not mean that the dialogue has been held. What we will have to do from now on is to meet with all parties, not just those from the ruling coalition, we will decide how we will act."

Regarding the dissatisfaction of employers with the increased dividend tax from 5 to 10% and the dividend being distributed as higher salaries, Manolov said that they are still doing it:

"And that's what I told the finance minister, that the maximum social security income is the biggest distortion. Someone can take a salary of 2 million leva, but will only pay insurance premiums on 4,000 leva. According to him, employers are taught that way, "only to receive and when they are not given something" they become nervous, and if something is taken from them, hysteria sets in.

"I'm not sure that if the conversation about tax policy starts, they will like this conversation. The IMF said that this topic needs to be seriously discussed. There is no tax system like the Bulgarian one anywhere in the EU, not even in Europe," said Dimitar Manolov.

And he admitted that he is not an expert, but he is worried about "Lukoil", because I don't know how much capacity we have to deal with the management of this institution, we squandered what we had.
