Karimanski: When there is political risk, it cannot but affect economic and business life - 1

The Fiscal Council warns of risks from a pessimistic scenario and recommends revising the 2026 budget.

"When there is political risk, it cannot but affect economic and business life. This will lead to a negative assessment by international rating agencies. If we do not stabilize fiscally, we will have problems with the credit rating next year, the way things are going, it is certain that this warning will be followed by a downgrade," commented BNB Board Member Lyubomir Karimanski in the studio of "Denyat ON AIR".

He emphasized that it only depends on politicians whether a budget will be adopted. The problem for businesses is due to the lack of security and the ability to plan their own budgets, depending on the policies of one government or another.

"It can be difficult to have clear predictability, which is why the credit rating will be reduced and debts will not be able to be financed at a more favorable price, as everyone expected", Karimanski is convinced.

The financier recalled that the increased collection plans are not justified and the revenues set for 2025 cannot be reached. In indirect taxes, over 30% were set, and it reaches half", the guest added. He does not accept the indexation of salaries as correct.

"It may be a good move purely politically, but we are applying an equalization formula that is not good for the entire public sector. If we want to have reform and assess whether the public sector is effective - this sectoral assessment has not been made. When we don't have one - we prefer to distribute it equally to everyone", said Lyubomir Karimanski. "In the real environment, there may be some problems, I don't foresee so much chaos, this is a technical problem. The risks are that people will be deceived, there will be disinformation, agitation, delays in the collection teams", said the guest.

According to him, it is most important for state institutions to ensure that prices do not increase many times.

"There is no way for the BFSA to increase its fees, which serve to form other prices many times, provided that the Euro Law is currently in effect. This is not a good example for the private sector and business to increase one or another state fee,", Karimanski gave an example.
