Iliyana Yotova can appoint Andrey Gyurov as acting Prime Minister, there is no constitutional obstacle, he is still the Deputy Governor of the BNB. However, Gyurov is on unpaid leave and was removed from performing his functions by a decision of the BNB Governing Council in 2024. There is a pending dispute in the Supreme Administrative Court related to an appeal of this decision. The decision of the Governing Council states that Gyurov did not release himself from his participation in a commercial company and that he did not request permission to participate in the management of NGOs. The purpose of what Gyurov was supposed to do was to declare that he was not in a conflict of interest. These are two things that he missed. Regarding Maria Filipova's words in 2025 that she is a civil servant and does not understand politics, Kirov said that precisely in this capacity she should fulfill her duties apolitically.

Regarding the president's upcoming consultations with parliamentary groups, the lecturer said that specific individuals who will be part of the caretaker cabinet can now be commented on in these talks. But there is also another question - the caretaker prime minister must present his ministers to the president, he also emphasized. Kirov also explained that after the consultations are held, Yotova will have to indicate which of the five who agreed to take the post of caretaker prime minister will be appointed by her. From there, the caretaker prime minister will have to submit a draft composition of the caretaker cabinet through the president. Yotova will have to appoint the cabinet and set a date, within two months, for new elections.
According to Kirov, the vote will be after the Easter holidays.
The lecturer also commented on the changes to the Electoral Code. According to him, such changes should not happen at the last minute and without being considered.
