Hampartsumyan: BBR had a high corruption potential and usually someone takes advantage of it - 1

People who do not know the structure of the state and the purpose of the Central Bank (BNB) allowed it to be dragged into a political scenario. This is what the banker Levon Hampartzumyan commented in "Day ON AIR".
"I am 50/50 about how they removed Gyurov, who may not be the best central banker, but the independence of the bank was attacked by third-rate bureaucrats. In many cases, in the European practice of the ECB, the independence of central banks stands high. At least Dimitar Radev washes the face of the bank", he declared.

How did the BBR distribute loans?
"The main shareholder is the state. The risk of this bank is the risk of the country. It practically cannot go bankrupt because the state will support it. Why were they giving away such money? This was done according to rules that they wrote for us and the supervision, then the Ministry of Finance, then the Ministry of Economy, approved this. No one will bear responsibility, there will be no collective guilt. Most likely, documented by procedure, everything was done as it should be. They made it so that they could give loans of 150 million and more to certain people," Khampartzumyan stressed.

In his words BBR had a high corruption potential and usually someone always takes advantage of it.

Should BBR be restructured?
"I would put some rights to obey, clear rules. In the eyes of financial players in Bulgaria and outside Bulgaria, this bank has a very good risk because of its shareholder, which is the state. The state will support her. Corruption potential is reduced by institutional arrangement of processes in the state. When you reduce the corruption potential, you begin to attract people with knowledge, competence and less desire to participate in schemes," Hampartsumyan explained.

Regarding the next action of the GDBOP and the National Revenue Agency, which today broke up a criminal group for tax evasion for millions, the banker said that this is happening because these schemes are possible.
