Currently, the Speaker of the National Assembly is not being elected, but a future acting Prime Minister of Bulgaria, because things are heading towards early parliamentary elections. This was said by constitutionalist Prof. Plamen Kirov in the program "Bulgaria, Europe and the World in Focus" on Radio "Focus".

The problem does not lie only in the figure of the Speaker of the National Assembly, he believes. "He will also be very harsh on the deputy chairmen, insofar as there are political parties that act as racketeers, that demand cordons sanitaires, red lines, etc., against other political entities. That is where the big problem arises - red lines are set that block the election of both the chair and the deputy chairmen", explained Prof. Kirov.

He noted that all political parties attack the election results on different grounds and to different extents. "It turns out that they themselves admit that the 51st parliament is illegitimate. Then every normal Bulgarian citizen asks himself the question: "What are you doing in this parliament then, after admitting that you are illegitimate, by contesting the election result and believing that it is illegitimate?". The question of declaring the elections as a whole illegitimate also arises. A strange picture is emerging, there has never been such a miracle before, but obviously we must live this political disease to the end“, commented the constitutionalist.

According to him, the current "political elite" must show categorically that it is not able to lead the state. "Instead of representing the interests of the voters, it represents the interests of a narrow political circle that thinks only about the benefits of power and is not bound by any ideas of good governance", said Prof. Kirov.

According to him, the political situation can be resolved only by starting a dialogue between political forces. "When there is no dialogue on essential issues related to state governance, there is no way to unblock this situation. When there is a normal parliamentary and political dialogue, when red lines are not set that are defended with bare chests, then a way out will be found. When a narrow-party approach is taken, with a view to the specific party interest, the result is the one we observe“, the constitutionalist pointed out.

Prof. Kirov added that the Constitutional Court is not a fire brigade or emergency medical assistance, but is limited in its powers. "It can declare that something contradicts the Constitution, from which it follows that the legal framework does not apply, but the Constitutional Court cannot amend the Constitution. When some fundamental things are wrong and principles are introduced that should not have a place there, I do not see how it can save us from this constitutional misfortune that has befallen us and fix everything. It seems to me that another majority will have to carry out a seventh constitutional amendment, because it has already become traditional to amend the amendment“, he commented.
