A regulation will determine the places for temporary placement of tents, campers or caravans outside the territory of the sea beaches, sand dunes and categorized campsites. This was reported by the press center of the Ministry of Regional Development and Public Works.
The conditions and procedure for the places for temporary placement of tents, campers or caravans in zone "A" and in zone "B" outside the territory of the sea beaches, sand dunes and categorized campsites, as well as the rules and regulations for their arrangement and use, have been determined. This will be done in accordance with the order of a regulation that will be issued by the Minister of Regional Development and Public Works, the Minister of Agriculture, Food and Forestry, the Minister of Environment and Water and the Minister of Tourism. The draft regulatory document, prepared in accordance with the requirements of Art. 10a, para. 3 of the Law on the Development of the Black Sea Coast, has been published for public discussion.
In the draft regulation, these places are not categorized as campsites within the meaning of the Tourism Act. They may be designated for temporary placement of tents, campers or caravans in land properties or parts thereof owned by the state, municipalities, private individuals or legal entities, in forest areas or agricultural lands, as well as in undeveloped properties included within the boundaries of urbanized territories, without changing their purpose. The places may not fall within the boundaries of protected areas with the category of reserve, natural landmark, maintained reserve and protected area under the Protected Areas Act. The regulation does not apply to the temporary placement of tents, campers or caravans used in the conduct of sports and cultural events, organized and permitted under the relevant legal order, as well as in the performance of scientific research activities by scientific organizations entered in the register of scientific activity in the Republic of Bulgaria.
The determination of the places for the temporary placement of tents, campers or caravans will be carried out by the owner of the property or by another person depending on the purpose and ownership of the property.
The allocation of the places will be permitted by order of the mayor of the municipality, for a period of up to 3 years in the period from May 1 to September 30.
The draft regulation complies with the requirements of Art. 10a of the Law on the Development of the Black Sea Coast and aims to meet the public need for the allocation of places for temporary placement of tents, campers or caravans in zone "A" and in zone "B" under the Law on the Development of the Black Sea Coast outside the territory of the sea beaches, sand dunes and categorized campsites, while ensuring minimum health, hygiene and fire protection requirements and requirements for environmental protection.
