The Sofia City Prosecutor's Office has charged him with causing death by negligence, bTV reports.
The charge was filed at the hospital where the young man is, in the presence of a lawyer.
Despite the strong impact and high speed, Viktor Iliev escaped with broken vertebrae and two ribs.
On Monday, the state prosecution is due to file a request with the court for his detention.
