However, there are no parking spaces. Around us, all the offices have two cars. They allow them, or if not, there is some kind of fraud."

Parking in Sofia is a problem that the Sofia Municipal Council must solve urgently. The current two-zone solution has long ceased to be effective. This is what I explained to the other councilors in 2019-2021, while I was in the council. Already in 2019, it was proven with analyzes that there are fewer parking spaces than the issued annual vignette stickers in several central areas.

SOC must decide whether parking on public municipal property such as streets is a right or a service. At the moment, for some citizens and companies registered in the zones, it is a service for which they pay an annual vignette sticker, and for the rest - a right, and this is not correct.

Parking of vehicles owned by legal entities will always be a service. The existing regulation is actually a form of state aid for the companies registered in the zones because other legal entities for parking in the center pay more through coupons and SMS. This is a form of state aid and regardless of whether it is below the de minimis threshold, it must be registered and entered in the aid register. At the moment, it is simply unauthorized state aid provided by the municipality.

For the parking of cars owned by individuals, the SOS must decide whether it is a right or a service, and this must apply to everyone.

Only and only when this basis of the relationship between the municipality and the citizens is cleared, sustainable solutions for parking can be sought and found, which can be diverse, including the development of the current system of zones, but for private vehicles. For legal entities, there is the official subscription and it must be limited to the capacity of the neighborhood.
