Russian President Vladimir Putin signed a law prohibiting the admission of children of migrants who do not know Russian to school, BNR reported.
A document of legal stay is also required.
According to the new law, in order to enroll in school, children of migrants will have to pass a test of language skills sufficient to master general education programs. Taking the exam is free of charge in state or municipal educational institutions. Those who fail the test will not be admitted to study. The measure concerns primary and secondary general education programs.
Foreign citizens must present a document confirming their legal residence in the Russian Federation, the regulation also states.
According to the law, the procedure for the exam will be established by the Ministry of Education of the Russian Federation. Experts from the educational supervision will organize the development of examination materials, and will also determine the assessment criteria and the minimum number of points confirming a sufficient level of proficiency in the Russian language.
